Wells has more recent housing than almost anywhere else nearby, with about 39% of units built in 2000 or later, according to 2020–2024 Census survey estimates. Newer houses tend to have better insulation and tighter windows than older stock, which usually means smaller heat pump capacity for the same floor area. For the whole-home rebate, as of mid-2026, Efficiency Maine requires heat pumps to be the primary heating system all season and sized for at least 80% of the home's peak load (100% counting supplemental heat). Any oil or propane furnace or boiler left in place may serve only as emergency backup, and dual-fuel combinations do not qualify. Low-income households can receive $3,000 per eligible single-zone outdoor unit, moderate-income households $2,000 and all others $1,000, capped at $9,000, $6,000 and $3,000 per housing unit. The income-based tiers require the home to be the owner's principal residence, which rules out many of Wells' seasonal houses. The Census count also shows how unusual Wells is. Of roughly 9,600 housing units, only about 5,100 are occupied year-round, the rest largely summer cottages and rentals, and about 14% of all units are mobile homes, more than double the York County share of about 6%. In homes with a ducted furnace, a ducted or central heat pump can use the existing ducts after inspection. Outdoor units should sit on stands or brackets above the expected snow depth, with room for defrost meltwater to drain.
