Westbrook Heat Pumps Along the Presumpscot, Mill Blocks to New Builds

Westbrook was set off from Falmouth and incorporated in 1814 under the name Stroudwater, and it became a city in 1891. The Presumpscot River runs through the middle of it over Saccarappa Falls and Congin Falls, while the smaller Stroudwater River crosses the southwestern corner. The city covers a little over 17 square miles of land, and its named areas include Cumberland Mills, Prides Corner and Birdland. It was the fastest-growing city in Maine between 2010 and 2020, which shows up clearly in its housing figures.

According to the Census Bureau American Community Survey (2020–2024), Westbrook has about 20,800 residents and 9,600 housing units. Roughly a quarter of those units were built before 1940, but another quarter date from 2000 or later, a higher recent share than Cumberland County's 21.8% or Maine's 20.9%. The median home was built in 1975. Detached single-family houses make up only about 44% of units; about 21% are in apartment buildings with at least five units, and mobile homes account for around 6.5%, well above the county's 4%. About 61% of homes are owner-occupied, which means a sizable number of renters and landlords share the decision about how a building is heated. The median home has five rooms, a little below the county's 5.5.

Oil is still the leading heating fuel, used as the main source in roughly 49% of occupied homes. Utility gas follows at about 19%, electricity at around 17% (heat pumps and baseboard counted together), and propane at 11%. Unitil lists Westbrook among the Maine communities where it delivers natural gas, though service depends on the street. Cumberland County sits in climate zone 6 under the energy code, the same designation that covers most of the state outside Aroostook County, so equipment here has to be chosen for long, cold heating seasons. Current cold-climate heat pumps are rated to keep heating well below 0°F, which is what lets them replace a boiler rather than just supplement it.
