Sanford is the largest community we serve in this part of York County, a city of roughly 22,200 people that includes the village of Springvale along with the downtown core. It became a city in 2013 after nearly two and a half centuries as a town, and its downtown still shows the imprint of the Goodall Mills textile and carpet operation that built up the area between about 1880 and 1910 — brick mill blocks that now hold apartments, offices and small businesses rather than looms. Away from downtown, the housing spreads into ranches, capes and newer subdivisions typical of a working city that grew in waves rather than all at once. The pre-1940 slice includes the mill-adjacent tenements and worker housing that grew up around Goodall's operation, along with older farmhouses on the city's outer edges; these buildings typically have no ductwork and often thinner, harder-to-upgrade wall cavities. The other two-thirds of the stock, built from the 1960s onward, is more likely to have forced-air ductwork or at least simpler framing to work with, which changes the installation approach from one side of the city to the other.

Heating fuel tells an even sharper story. About 63% of Sanford households heat mainly with fuel oil or kerosene, with bottled or tank gas a distant second at 13.1% and electricity — a category that includes both baseboard and heat pumps — at 11.9%. That is a heavier lean on delivered oil than in many nearby towns, which means the displacement opportunity here is large: a majority of Sanford homes are paying for oil deliveries that a properly sized heat pump can replace for most of the year. Piped natural gas does reach parts of the city through Unitil, and a household with an existing gas account is not eligible for Efficiency Maine's whole-home rebate, but for the oil-heated majority that restriction simply doesn't apply.

Winters in this part of York County are genuine winters — the county sits, like every Maine county except Aroostook, in IECC climate zone 6, and Sanford's inland location means no coastal buffer softens the coldest nights.
