Eliot sits in the southeastern corner of York County, its eastern edge traced by the Piscataqua River and Sturgeon Creek across from Dover, Portsmouth and Newington, New Hampshire, with South Berwick and York forming its Maine borders. The town's population has grown steadily since it was incorporated in 1810 — from roughly 2,500 residents in 1950 to more than 6,700 by 2020 — and that growth shows up in the housing stock: capes, split-levels and colonials from the 1960s through the 1990s fill in around a smaller core of older riverfront and village houses. Eliot is also home to Green Acre, a historic Bahá'í school property, and much of the town outside its built-up pockets still reads as wooded or semi-rural, with Route 236 serving as the main commercial spine. The Census Bureau's American Community Survey (2020–2024 5-year estimates) puts Eliot's median home at built-in-1979, squarely in the era of oil-fired forced hot water and baseboard heat. About 24.5% of the town's homes predate 1940 and 32.1% predate 1960 — meaningful minorities, but well under half the housing stock, so Eliot isn't as dominated by old, un-ducted village houses as some of its neighbors. For a heat pump retrofit, that split calls for two different playbooks: post-1960s houses more often have some ductwork or at least stud-bay chases that make wiring and line-set runs straightforward, while the pre-1940 quarter — especially anything near the historic riverfront — usually needs the no-ductwork approach that ductless mini-splits are built for.

No natural-gas utility is confirmed to serve Eliot itself; Maine's Public Utilities Commission lists neighboring Kittery within Unitil/Northern Utilities' territory, but Eliot doesn't appear on that same distributor list. Practically, that means the Efficiency Maine whole-home rebate's rule against a prior natural-gas utility account rarely disqualifies an Eliot address the way it can in a town with gas mains running down Main Street — most Eliot households converting off oil or propane are starting from a clean slate on that particular rule, even though every other rebate condition still applies. Propane customers face no such exclusion either, so a bottled-gas household converting to heat pumps keeps the full rebate path open, provided the equipment is sized and installed to the whole-home standard.
